Vietnam Shifts University Research From Academic Publishing to Commercial Tech

The Ministry of Education and Training is pivoting higher education toward practical technology development and industry cooperation to drive economic growth.

The Vietnamese Ministry of Education and Training (MoET) is implementing a strategic overhaul of scientific research in higher education to align academic output with national economic goals. The initiative seeks to transition the university system from a culture of academic publishing toward the creation of practical, commercializable technology.

MoET is driving five fundamental shifts in research management. These include moving from input-based to output-based management and transitioning from isolated individual projects toward long-term programs and centers of excellence. Crucially, the ministry is pushing for a move away from "research for publication" in favor of practical knowledge and technology, while expanding cooperation between the state, universities, and businesses. This strategy includes targeted investment in basic and strategic sciences to ensure long-term technical sovereignty.

The Academic Landscape

Vietnam's higher education system possesses a significant human resource base to support these ambitions. Institutions under the MoET employ 281 professors, 2,472 associate professors, 8,768 PhDs, and 15,317 master's degree holders. This academic workforce has already demonstrated a strong capacity for international visibility; according to source data, institutions published 6,051 articles in Web of Science (WoS) journals, 4,177 in Scopus journals, and 2,670 in other international journals.

Concrete examples of this technical pivot are already emerging. Ha Noi University of Science and Technology has developed software capable of automatically generating PET images from CT images to assist in cancer diagnosis. Additionally, the university has conducted research into xAPP software modules for Open RAN 5G/6G networks, signaling a move toward mastering next-generation digital infrastructure.

Industry Implications and Hurdles

This shift is critical as Vietnam attempts to move up the global value chain. By mastering AI in healthcare and 6G networking, the country aims to reduce its reliance on imported technical solutions and foster a domestic innovation ecosystem. Deputy Minister of Education and Training Pham Quang Hung emphasized the need to move "from the mindset of 'research for publication' to research that creates knowledge and technology, trains human resources, and addresses practical problems."

However, systemic barriers remain. Reports indicate that the transition is hindered by fragmented investment resources and inadequate research facilities for strategic technologies. Furthermore, the rate of technology transfer and the commercialization of intellectual property remain low, suggesting that the bridge between the laboratory and the market is not yet fully built.

Future Outlook

Moving forward, the success of these reforms will depend on whether the MoET can successfully integrate university research with private sector needs. Observers will be watching for the establishment of the proposed centers of excellence and whether the shift toward output-based management leads to a measurable increase in patented technologies and commercial startups emerging from campuses.
