Vietnam targets aerospace and low-altitude sectors to drive high-tech growth

The government is launching regulatory sandboxes and UAV hubs to modernize airspace, but rigid procurement and governance laws create critical bottlenecks.

Vietnam is aggressively pursuing the development of space and low-altitude economies as strategic pillars for national industrialization. By integrating satellite technology and unmanned aerial vehicles (UAVs) into its economic framework, the country aims to leapfrog traditional aviation constraints and secure a foothold in the global high-tech market.

Recent initiatives highlight a shift toward practical application and localized testing. Ho Chi Minh City has implemented a Low-Altitude Economy Development Plan to 2030, positioning itself as the nation's primary hub for research, manufacturing, and services in the sector. A tangible result of this push was the February 12, 2026, inauguration of a UAV postal route connecting Can Gio and Vung Tau, which slashed delivery times from a full day to approximately two hours. Meanwhile, Dien Bien province has become the first locality in Vietnam to launch a regulatory sandbox for the low-altitude economy, operating under the Law on Digital Technology Industry and the Law on Science, Technology and Innovation.

The Governance Gap

Despite these milestones, the transition to a modernized airspace is hindered by a fragmented regulatory landscape. Nguyen Van Thuat, Deputy Director of the Department of Digital Economy and Digital Society at the Ministry of Science and Technology (MoST), noted that the primary bottleneck is the absence of a unified governance framework for a field that is inherently cross-sectoral.

This lack of coordination has created a systemic paradox for domestic innovators. Ta Ngoc Thanh, Director of HTI UAS, explained that companies often find themselves in a loop where they cannot test products without a permit, yet cannot obtain a permit without a finished product to register. This regulatory friction threatens to stifle local research and development, potentially leaving Vietnam dependent on imported technology rather than building a domestic manufacturing base.

Procurement and Space Constraints

Challenges extend beyond the low-altitude sector into the vacuum of space. The Vietnam National Space Center (VNSC) is currently struggling with rigid procurement and bidding procedures. Because the global market for satellite launches is dominated by a very small number of qualified providers, conventional supplier-selection rules—designed for more competitive, commodity-based markets—are proving nearly impossible to apply to specialized aerospace contracts.

Industry Implications

If Vietnam can resolve these legislative clashes, the potential gains are significant. Success in the low-altitude economy would allow the country to revolutionize urban governance, disaster management, and logistics. Furthermore, integrating UAVs—already identified as one of 11 national strategic technology groups—could accelerate the broader push toward digital transformation.

Future Outlook

Observers are now watching whether the success of the Dien Bien sandbox can be scaled nationally to resolve the "permit paradox." Additionally, the government must determine if procurement laws will be amended to accommodate the unique realities of the global space market. While Professor Hoang Van Cuong suggests these sectors could help drive ambitions for double-digit economic growth, achieving that scale will require a fundamental shift from rigid bureaucracy to flexible, specialized governance.
