The White House Office of Science and Technology Policy (OSTP) released the National Security Science & Technology Strategy (NSSTS) in August 2026. The move signals a fundamental shift in how the U.S. intends to maintain its technological edge amid intensifying global competition.

Aligned with the 2025 National Security Strategy, the document establishes a framework for maintaining U.S. superiority by focusing on asymmetric capabilities. The U.S. will move away from attempting to match adversary systems one-for-one, instead adopting a mix of high-end platforms paired with larger quantities of cheaper, expendable systems. This approach is specifically designed to force adversaries to overspend on their own defensive measures.

The Four Pillars of Competition

The NSSTS is structured around four primary pillars: focusing techno-strategic competition, building technological resilience, accelerating innovation, and protecting national security science and technology. Central to this effort is a strategic pivot toward "picking battles," where the U.S. doubles down on existing strengths rather than risking resource drain in areas where adversaries can easily counter American efforts.

To support this transition, the plan calls for significant regulatory reform to speed up the pipeline from the lab to the field. The OSTP advocates for the expanded use of Other Transaction Authority (OTA) agreements and the implementation of milestone-based, fixed-price contracts to accelerate research and development.

Dominance Beyond Earth Orbit

A critical component of the new strategy is the elevation of the space domain. The U.S. explicitly aims to maintain dominance across a vast range of altitudes, stretching from very low-Earth orbit through cislunar space. By prioritizing the security and economy of the cislunar region, the U.S. seeks to secure a strategic vantage point that extends beyond traditional satellite orbits.

This shift toward agile, cost-effective innovation represents a departure from traditional procurement cycles. By prioritizing a "fail fast" culture and deepening public-private partnerships, the administration is attempting to bridge the gap between theoretical research and battlefield deployment more rapidly than its competitors.
