AI Hardware Rollout Threatened by 2026 ABF Substrate Supply Crunch

A critical bottleneck in insulating materials is driving price hikes and capacity shortages that could delay next-generation AI clusters through 2027.

The semiconductor industry is facing a critical supply bottleneck for Ajinomoto Build-up Film (ABF) substrates, the essential insulating layers that connect AI chips to circuit boards. This emerging "material wall" threatens to constrain the rollout of next-generation data center silicon through 2026 and into 2027.

Ajinomoto has notified substrate makers of a price increase for its core ABF material of approximately 30%, expected to take effect in the third quarter of 2026. While the raw film cost is jumping significantly, analysts estimate the resulting increase in the final substrate cost for manufacturers will be between 5% and 10%, effective in the second half of 2026. Currently, the top Taiwanese substrate fabricators are operating at or near maximum capacity utilization to keep pace with the surge in AI accelerator demand.

The Packaging Bottleneck

ABF substrates have served as the industry standard dielectric for Flip-Chip Ball Grid Array (FCBGA) packaging since the late 1990s. They provide the necessary insulation and wiring bases required for high-end CPUs and GPUs. As AI accelerators transition toward more complex packaging and advanced process nodes, the industry's reliance on these specific organic substrates has intensified. This has effectively created a single point of failure in the upstream supply chain, where the availability of a single material can dictate the production volume of the world's most advanced chips.

Implications for AI Infrastructure

While industry attention typically focuses on GPU die production at TSMC or High Bandwidth Memory (HBM) from suppliers like SK Hynix and Micron, the ABF substrate represents a hidden binding constraint. The physical delivery of AI hardware is capped by the availability of these substrates regardless of how many silicon wafers are produced. If the industry cannot scale production or identify viable alternatives, the deployment of massive AI clusters could be delayed, limiting the growth of data center capacity during a period of peak demand.

Outlook for 2027

The supply-demand gap for ABF substrates is expected to persist well beyond the initial crunch. According to forecasts from Goldman Sachs, the supply gap is predicted to widen from 10% in the second half of 2026 to 21% in 2027. Market observers will be watching for whether substrate fabricators can expand capacity quickly enough to close this gap or if the industry will be forced to pivot toward alternative packaging materials to avoid a prolonged hardware shortage.
