China's Chip Sector Shifts Focus From Tool Invention to Industrial Scaling
Domestic fabrication plants are setting aggressive localization targets as the industry struggles to move from technical prototypes to commercial reliability.
Chinese semiconductor manufacturers are pivoting from the initial development of domestic chip-making tools to the more difficult task of scaling them for high-volume production. This shift marks a critical transition for the nation's tech sector as it attempts to build a self-sufficient supply chain capable of supporting industrial-scale fabrication.
New fabrication plants across China are now implementing aggressive localization targets to reduce reliance on foreign technology. In one notable instance, a large customer based in Wuxi is targeting 80% localization of equipment for its newest fab. This move signals a broader industry trend where the goal is no longer just proving that a domestic tool can function, but ensuring it can be deployed across an entire production line.
The Push for Industrialization
This acceleration toward domestic tools follows the imposition of U.S. export restrictions in 2022, which forced Chinese firms to rapidly diversify their equipment sources. While the initial response focused on the "zero-to-one" phase—creating the first viable domestic versions of essential machinery—the industry has now entered a phase of industrialization. The focus has shifted from basic technical viability to the rigorous demands of commercial reliability.
Industry leaders emphasize that the ability to replicate a successful design is the current primary hurdle. Jie Chen, chairman of Britech Semiconductor Equipment (Shanghai) Corp, highlighted the difficulty of mass production, stating, "Making one machine is easy, but can five machines be the same as the first? What about 10, 50 or 100?"
The Reliability Bottleneck
Scaling domestic equipment represents the most significant bottleneck in China's quest for semiconductor self-sufficiency. In the semiconductor industry, the commercial viability of a fab depends on absolute consistency across hundreds of machines. Even minor variances in performance between tools can lead to catastrophic drops in yield and quality, making it nearly impossible to compete with global leaders who utilize highly standardized equipment fleets.
If domestic manufacturers cannot achieve this level of precision and consistency, the aggressive localization targets set by new fabs may result in production facilities that struggle with efficiency and reliability, regardless of how many domestic tools are installed.

Observers are now watching whether Chinese equipment vendors can bridge the gap between laboratory success and factory-floor consistency. The next phase of development will likely focus on quality control and the standardization of manufacturing processes for the tools themselves.
