Gwangju-Jeonnam Power Outages Spike Ahead of 800 Trillion Won Chip Hub
Aging infrastructure and capacity overloads are driving grid instability just as South Korea plans a massive semiconductor cluster in the region.
The Gwangju-Jeonnam region has recorded the highest number of daily low-voltage power outages in South Korea for five consecutive years. This surge in instability creates a stark contradiction as the government prepares to transform the area into a global semiconductor powerhouse.
Data reveals a sharp climb in grid failures, with low-voltage outages rising from 29,294 cases in 2021 to 38,302 in 2025, representing a 30.8% growth rate over four years. The region's share of nationwide low-voltage outages grew from 12.2% to 15.9% during the same period. While KEPCO initially pointed to natural disasters, the figures show structural decay is the primary driver: outages caused by aging or faulty equipment soared 57.9%, from 6,893 to 10,885 cases, while failures due to exceeding contracted electricity capacity jumped 55.8%, from 9,209 to 14,346 cases.
The Honam Ambition
This infrastructure crisis arrives as Seoul aggressively expands its semiconductor footprint beyond the Gyeonggi region. The government has tapped the Gwangju Military Airport site for the Honam semiconductor cluster, a project slated to begin in 2030. The plan involves an estimated investment of over 800 trillion won, with industry giants Samsung Electronics and SK hynix expected to construct four fabrication plants. The project is not without friction, as it requires the relocation of a military base used by the U.S. Air Force during contingencies, adding geopolitical complexity to the logistical challenge.
A Critical Infrastructure Gap
While the planned chip factories will utilize dedicated ultra-high-voltage grids to ensure stability, the surrounding ecosystem remains vulnerable. The influx of suppliers, logistics providers, and residential populations required to support the cluster will rely on the existing distribution network, which is currently failing. Rep. Kim Wi Sang of the People Power Party noted that the region, once claimed to have surplus electricity, now leads the nation in low-voltage outages, exposing a fundamental structural instability that must be addressed.
Risks to Economic Stability
The gap between high-tech industrial ambitions and decaying electrical infrastructure poses a systemic risk. If the distribution network is not modernized, the sudden increase in demand from supporting industries could trigger widespread grid failure. Such a scenario would not only jeopardize the 800 trillion won investment but also threaten the broader economic stability of the region.
What to Watch
Attention now turns to whether the government will integrate distribution network modernization into the Honam cluster's timeline. While the fabrication plants themselves are protected by dedicated lines, the viability of the entire industrial hub depends on the stability of the local grid. It remains to be seen if KEPCO and regional authorities can accelerate equipment replacement and capacity upgrades before the 2030 rollout.
