India launches $13.3 billion Semicon 2.0 to secure silicon sovereignty

New Delhi accelerates its bid for semiconductor independence with aggressive subsidies for fabrication plants and assembly units.

India has significantly escalated its bid to enter the global semiconductor race with the launch of 'Semicon 2.0,' a strategic initiative backed by a fresh fiscal outlay of Rs 1,27,500 crore (approximately $13.3 billion). Approved by the Union Cabinet on July 15, 2026, the move signals a high-stakes effort to build a domestic chip ecosystem from the ground up.

This new funding adds to an initial Rs 76,000 crore mission. Under the current framework, the Indian government offers to subsidize up to 50% of the capital expenditure required for semiconductor fabrication plants (fabs) and assembly, testing, marking, and packaging (ATMP/OSAT) units. Union Minister Ashwini Vaishnaw stated that the objective is to design and manufacture semiconductors alongside the necessary equipment and materials.

The Cost of a Lost Generation

India is attempting to bridge a decades-long gap in manufacturing capabilities. Experts point to a 1989 fire at the Semi-Conductor Laboratory (SCL) in Mohali as a symbolic turning point that stalled the nation's technological momentum. This historical setback has left India entering the race late, competing against established giants like the U.S., which deployed $52.7 billion via the CHIPS Act, and the EU, which committed €43 billion through the European Chips Act.

While the U.S. and EU are largely securing existing advanced supply chains, India is building a foundational ecosystem. This strategy is already manifesting in high-profile projects, including the $11 billion Tata Electronics-PSMC joint venture in Dholera and Micron's $2.75 billion facility in Sanand.

Geopolitical Necessity vs. Financial Risk

The aggressive spending has sparked a debate over whether India is paying an unsustainable premium. Former Reserve Bank of India Governor Dr. Raghuram Rajan noted that to reach the technological frontier, India must subsidize several generations of factories, suggesting that the scale of subsidies will likely continue to rise.

From a commercial standpoint, the strategy carries immense risk. The semiconductor market is notoriously cyclical; a significant downturn before these subsidized facilities reach full capacity could devastate the margins on government investments. However, the Indian government views the initiative not as a traditional commercial venture, but as a geopolitical necessity to ensure "silicon sovereignty" and prevent the country from being marginalized on the global technology map.

The Path Forward

The success of Semicon 2.0 depends on more than just capital. The government must now navigate the complexities of establishing a full supply chain for raw materials and specialized machinery. Observers will be watching whether these initial high-profile ventures can attract a broader network of suppliers and whether the domestic ecosystem can evolve beyond assembly to high-end fabrication.
