India Shifts Semiconductor Strategy to Build Full-Stack Ecosystem Beyond Fabs

India is pivoting its national semiconductor strategy to move beyond the singular pursuit of fabrication plants, aiming instead to build a comprehensive domestic ecosystem. This strategic shift focuses on capturing a broader segment of the semiconductor value chain to ensure long-term industrial sustainability.
Under the coordination of the India Semiconductor Mission (ISM), the government is prioritizing the development of chip design and Assembly, Testing, Marking, and Packaging (ATMP). By providing significant financial incentives, the ISM seeks to attract global industry leaders while simultaneously fostering a new wave of local startups. This approach marks a transition toward a more holistic industrial framework that does not rely solely on the high-capital requirements of silicon wafer fabrication.
The Strategic Shift
For years, the global race for semiconductor sovereignty has been defined by the construction of massive fabrication plants, or fabs.
