President Lee Orders 'Blitzkrieg' Development of Honam Semiconductor Cluster

President Lee Jae-myung has ordered a "blitzkrieg" approach to establish a massive semiconductor industrial complex in the Honam region. This aggressive timeline aims to decentralize the nation's chip production and secure critical geopolitical insurance for the industry.

The project targets the site of the Gwangju military airport, with government instructions to temporarily relocate the airport by mid-2028. Official targets aim to complete the first phase of fabrication plants (fabs) by 2029. To support this rapid rollout, the Korea Electric Power Corporation (KEPCO) has signed an agreement to prioritize 3 GW of power supply by 2029, with a long-term objective to expand capacity to over 6 GW. "We must go beyond a speed battle and wage a blitzkrieg," President Lee stated.

Strategic Framework

The Honam initiative is a cornerstone of "Korea’s Great Leap Forward 3 Mega Projects," a strategic program announced in June. This development runs parallel to the existing semiconductor mega-cluster in Yongin, signaling a broader effort to distribute high-tech infrastructure across the peninsula. The project requires high-level coordination between the Ministry of Climate, Energy and Environment, the Jeonnam-Gwangju Special Metropolitan City, and industry giants Samsung Electronics and SK Hynix.

Infrastructure Challenges

While the government pushes for speed, the project faces significant logistical hurdles. Kim Sung-whan, Minister of Climate, Energy and Environment, emphasized that "swift power supply is critical to the success of the semiconductor mega projects." However, the "blitzkrieg" pace has drawn scrutiny from critics who argue that the timeline may ignore the standard lead times required for critical infrastructure.

Industry observers note that transmission networks typically require up to 13 years to develop. There are concerns that rushing the construction of fabs without first securing comprehensive environmental and security reviews, as well as guaranteed water and power networks, could result in "empty-shell" complexes—facilities that are physically complete but unable to operate due to a lack of utility support.

Future Outlook

Attention now turns to the mid-2028 deadline for the relocation of the Gwangju military airport, which serves as the primary prerequisite for breaking ground. The success of the first phase by 2029 will depend on whether KEPCO can meet the initial 3 GW power commitment and whether the coordinating bodies can synchronize the arrival of utility infrastructure with the completion of the fabrication plants. If these milestones are missed, the ambitious timeline risks becoming a political liability rather than a strategic victory.
