South Korea to launch southwest semiconductor hub by 2030

Gwangju aims to alleviate Seoul's capacity pressure with a regional AI-chip cluster, provided critical power and talent gaps are filled.

South Korea is establishing a major semiconductor production base in its southwest region to secure its industrial lead in the AI era. Government officials and industry leaders recently convened at the Jeonnam-Gwangju Semiconductor and AI Transformation Global Forum in Gwangju to outline a strategy that decentralizes chip production away from the saturated Seoul metropolitan area.

The city has set an aggressive timeline for the project, aiming to begin first-phase construction in 2025. The goal is to complete this initial phase by the end of 2029, with full production slated to begin in 2030. To jumpstart the development, Jung Won-ju, chair of Herald Media Group, Jungheung Group, and Daewoo Engineering & Construction, has pledged 10 billion won to support the cluster.

The Infrastructure Challenge

The scale of the ambition is reflected in the projected energy requirements. Four planned fabrication plants could require 6.4 gigawatts of receiving capacity. This massive energy demand will necessitate significant reinforcement of the electrical grid to ensure the non-fluctuating power supply essential for semiconductor manufacturing.

Beyond electricity, the project seeks to merge Gwangju's existing AI capabilities with the land and energy resources of South Jeolla Province. This regional diversification is intended to create a second major production base, reducing the logistical and capacity pressures currently facing the Seoul region as AI-driven demand for chips surges.

Strategic Implications

This shift is a strategic attempt to build a sustainable industrial ecosystem. Jung Won-ju emphasized that the Honam megaprojects are not simply about building plants, but about connecting advanced processes and AI with research, development, and talent into a single network. Lee Min-woo, assistant minister for industrial growth at the Ministry of Trade, Industry and Resources, underscored the urgency of the move, stating that "semiconductors are a race against time."

However, the transition to the southwest faces a critical human capital hurdle. While the physical infrastructure can be built, securing a localized workforce remains a primary concern. Ryu Sang-wan, head of Chonnam National University’s semiconductor research institute, noted that the arrival of fabs in the region does not automatically guarantee that the necessary workforce will relocate to the southwest.

Future Outlook

Success for the Gwangju hub now depends on whether the government can synchronize grid upgrades with the arrival of corporate investment. Observers will be watching for specific plans regarding engineer housing and educational pipelines to ensure the region can support the technical demands of the 2030 production target. While the financial and political will has been signaled, the project's viability rests on solving the logistical gap between building a facility and sustaining a workforce.
