Taiwan and Europe Deepen Semiconductor Ties to Secure Global Supply Chains

Taiwan and Europe are intensifying their semiconductor partnership to establish secure and resilient supply networks. This strategic alignment aims to protect critical technology flows against the backdrop of rising geopolitical tensions and the lingering effects of pandemic-era disruptions.

The collaboration was recently underscored during the third Taiwan-Europe Chip Innovation Forum in Antwerp and the second EU-Taiwan Semiconductor Industry Dialogue. These meetings focused on a complementary exchange of expertise: Europe provides leadership in chip architecture, design tools, and intellectual property, while Taiwan contributes its world-leading capabilities in foundry services, advanced packaging, and system integration. A central pillar of this integration is TSMC's investment in Dresden, which is viewed as a primary catalyst for embedding Taiwanese manufacturing expertise into Europe's automotive and semiconductor ecosystems.

The Shift Toward Strategic Resilience

For decades, the global semiconductor industry operated on a model of extreme specialization and cost-efficiency, resulting in high concentration risks. Design, fabrication, and packaging were often spread across distant nations, creating fragile dependencies. However, recent global shocks have shifted the priority from the lowest cost to maximum resilience. This transition is further codified by the European Chips Act, which links semiconductor competitiveness directly to the continent's broader industrial and digital strategies.

Wu Cheng-wen, head of the National Science and Technology Council, emphasized the ideological alignment of the partnership, stating that "democratic countries share a common goal: to build supply networks that are both secure and resilient."

Mitigating Industrial Chokepoints

Because semiconductors are the fundamental building blocks for artificial intelligence and national security, the ability to secure these supply chains is now a matter of economic stability. By diversifying production and design capabilities, the Taiwan-Europe partnership seeks to mitigate the risk of "chokepoints" and the potential for weaponized exports. This ensures that democratic nations can maintain technological momentum despite the ongoing trade and diplomatic frictions between the U.S. and China.

The Path to Strategic Autonomy

As the partnership evolves, the focus is shifting toward concrete mechanisms for long-term stability. The Istituto Affari Internazionali (IAI) has advocated for the implementation of specific resilience measures, including the creation of early-warning systems to detect supply shocks and the establishment of formal stockpiling protocols.

Furthermore, the IAI has suggested a joint roadmap to achieve strategic autonomy in electronic design automation (EDA) software. Such a move would reduce reliance on a narrow set of external providers and ensure that the design phase of the chip lifecycle remains secure. Observers will now watch for the formalization of these protocols and the pace of TSMC's Dresden expansion as indicators of the partnership's depth.
