US Launches Foundry School to Cut Tech Dependence on China
A national workforce initiative partnered with Stanford aims to train millions of workers for the semiconductor and defense sectors.
The United States government has launched the Foundry School, a national workforce development program designed to rebuild the domestic manufacturing base and secure critical technology supply chains. Spearheaded by the State Department, the initiative aims to train a new generation of engineers, technicians, and industrial leaders to reduce strategic reliance on foreign adversaries.
Launched by Vice President JD Vance and Secretary of State Marco Rubio, the program is a central pillar of the broader Pax Silica initiative. This geopolitical strategy seeks to diminish dependence on foreign nations, specifically China, for the production of semiconductors, AI models, and rare earth minerals. To achieve this, the U.S. is coordinating with partner economies, including India, to establish alternative, allied supply chains.
A Massive Talent Gap
The scale of the initiative is driven by a looming labor shortage. According to government projections, the United States will require 3.8 million skilled workers by 2033 across the semiconductor, defense, and energy sectors. The Foundry School is designed to close these gaps in both design and manufacturing capacity to support the rapidly expanding AI economy.
Academic leadership for the program is anchored at Stanford University, which developed the core curriculum. The educational framework is supported by keystone lectures from seven partner institutions: Arizona State University, Georgia Institute of Technology, The Ohio State University, The Pennsylvania State University, University of Kansas, Vanderbilt University, and Washington University in St Louis. The program will feature a ten-session core curriculum at Stanford beginning in January 2027.
The Drive for Reindustrialization
This push for "reindustrialization" follows decades of outsourcing industrial capabilities to lower costs—a trend the current administration argues has created a national security vulnerability. Secretary of State Marco Rubio noted that the U.S. became "dangerously dependent on other nations" for materials essential to national security and economic survival.
Vice President JD Vance emphasized that a lack of industrial self-sufficiency leaves the country open to exploitation by enemies, stating that such dependence makes the nation "much weaker." By integrating government resources, academic expertise, and industry needs, the U.S. is attempting to systematically insulate its most critical technologies from foreign disruption.

The Foundry School represents more than a vocational shift; it is a move toward a bloc of allied economies that can sustain high-tech manufacturing independently of Chinese infrastructure.
