Vietnam Partners with SEMI SEA to Train 50,000 Chip Engineers by 2030

Vietnam is accelerating its push to become a regional technology powerhouse through a new strategic cooperation with the Southeast Asia Semiconductor Association (SEMI SEA). The partnership aims to bridge the gap between Vietnam's current industrial capacity and its ambitions to lead in semiconductor and AI development.

During a meeting in Hanoi, Deputy Prime Minister Ho Quoc Dung met with SEMI SEA President and Chairwoman Linda Tan to discuss deepening ties in the semiconductor and AI sectors. A primary focus of the discussions was Vietnam's aggressive human capital target; Deputy PM Dung stated that the country is "intensifying efforts to achieve its goal of training 50,000 engineers for the semiconductor industry by 2030."

To reach this milestone, Vietnam is seeking SEMI SEA's assistance in training and the improvement of its institutional framework to better attract global investment. In response, SEMI SEA has committed to connecting Vietnam with the broader global semiconductor community. As a tangible next step, the two parties are preparing for the Vietnam Semiconductor Industry Exhibition 2025 (SemiExpo Vietnam 2025), which is slated for November.

The Strategic Pivot

Vietnam is currently positioning itself as a strategic hub for semiconductor research, AI development, and manufacturing within Southeast Asia. This shift is driven by a combination of a young, capable workforce and a geographic location that is increasingly attractive to firms diversifying their supply chains. By leveraging these advantages, Hanoi intends to move beyond its traditional role in the electronics sector to capture more complex segments of the technology stack.

Moving Up the Value Chain

This partnership with SEMI SEA is critical for Vietnam's long-term economic transition. For decades, the country has excelled in the assembly and testing phases of electronics production, but the government now views a transition toward high-end design, advanced packaging, and fabrication as essential. Moving up the value chain allows Vietnam to reduce its reliance on low-cost labor and instead compete on intellectual property and technical sophistication, which is vital for sustaining GDP growth in a high-tech economy.

Future Outlook

Industry observers will be watching the implementation of the 50,000-engineer target to see if the educational infrastructure can scale rapidly enough to meet demand.
