AI Now Powers 55% of Cybercrime in Africa as Financial Losses Surge
An INTERPOL report reveals a shift toward industrialized, AI-driven criminal ecosystems across the continent.
Artificial intelligence is now fueling more than half of all reported cybercrimes across Africa, transforming isolated attacks into a borderless industrial operation. According to INTERPOL’s African Cyberthreat Assessment Report 2026, this technological shift has contributed to a dramatic spike in financial damages across the region.
Financial losses linked to cybercrime more than doubled in a single year, climbing from $192 million in 2024 to $484 million in 2025. INTERPOL found that AI is now linked to 55% of reported incidents, with the technology being used to automate every phase of an attack, from initial reconnaissance and phishing to extortion and evasion. This automation of the entire attack lifecycle marks cybercrime as one of the most significant criminal threats to the region.
The Digital Attack Surface
This surge coincides with Africa's rapid digital expansion, which saw mobile subscribers exceed 1.1 billion by 2025. While this growth drives economic opportunity, it has simultaneously created a massive attack surface for criminals. The threat landscape is currently segmented by region: East Africa has become a hub for ransomware and mobile money fraud, while Central and West Africa report high concentrations of romance scams and Business Email Compromise (BEC).
Infrastructure for these crimes is also scaling. The report notes that 72% of surveyed African countries have reported the presence of dedicated scam centers, with the highest concentrations found in West and Southern Africa. This industrialization is further enabled by a lack of real-time data sharing between police, telecommunications providers, and banks, leaving critical vulnerabilities open to exploitation.
Implications of Synthetic Identity
The integration of AI allows threat actors to achieve a level of sophistication that bypasses traditional security. Criminals are now utilizing AI to generate synthetic identities capable of defeating biometric verification systems. These fraudulent identities are being used to register SIM cards and open bank accounts, providing the necessary anonymity to scale operations and target victims not only within Africa but also in North America and Europe.
This shift necessitates a move away from purely national responses toward transnational coordination. While 17 African countries updated their cybercrime laws in 2025, law enforcement readiness regarding AI remains low, creating a gap between the capabilities of criminals and the tools available to investigators.
Enforcement and Outlook
Despite the rise in AI-driven threats, coordinated international efforts have seen some success. Four INTERPOL-led operations—Serengeti 2.0, Contender 3.0, Sentinel, and Red Card 2.0—resulted in more than 1,500 arrests and the recovery of over $100 million.
Moving forward, the focus remains on closing the AI readiness gap within law enforcement. The ability of criminal networks to automate evasion and create deepfakes suggests that without enhanced real-time intelligence sharing and updated technical capabilities, the financial and systemic risks to the region's critical infrastructure will continue to grow.
