Data Center Waste Heat Creates Localized 'Thermal Hazards' for Residents

Field measurements in Phoenix reveal that data center cooling systems raise neighborhood temperatures by up to 2.2°C.

Data centers are creating localized "thermal plumes" that raise air temperatures in adjacent residential neighborhoods, according to a new study. The research identifies these facilities as a significant and previously unrecognized urban thermal hazard.

Published in the ASME Journal of Engineering for Sustainable Buildings and Cities, the study utilized field measurements from four facilities in the Phoenix, Arizona area. Researchers found that air-cooled condensers discharge air at temperatures 8–14°C above ambient levels, which often exceeds 50°C during the peak of Phoenix summers. These emissions result in local air temperature elevations of up to 2.2°C, with surrounding residential areas seeing average increases between 0.7°C and 0.9°C. The study notes that this thermal impact extends over 250 meters from the facility boundary.

The Scale of the Heat

The intensity of this heat rejection far exceeds natural sources. Data center heat rejection density can reach approximately 3,100 W/m², roughly three times the peak solar irradiance of 1,000 W/m². To put the scale into perspective, the researchers found that a single 36 MW data center with a Power Usage Effectiveness (PUE) of approximately 1.3 rejects a volume of heat equivalent to roughly 40,000 average U.S. households.

This phenomenon occurs against a backdrop of rising global energy demands. Global data center electricity consumption is projected to double from 415 TWh in 2024 to 945 TWh by 2030. While anthropogenic heat typically contributes between 0.5°C and 3.0°C to the urban heat island effect in major U.S. cities—mostly via fuel combustion and building HVAC—the rapid expansion of hyperscale data centers introduces a new, highly concentrated source of sensible heat into the environment.

Implications for Urban Planning

This discovery presents a critical challenge for city planners and environmental regulators who have previously overlooked data centers in heat management strategies. Many of these facilities are sited immediately adjacent to residential zones, sometimes within 50 meters of apartment buildings. The resulting thermal plumes can degrade thermal comfort and potentially impact the public health of nearby residents.

Future Outlook

As the industry continues to scale, the study suggests that the concentration of these facilities in specific markets, such as Phoenix, will amplify the local heat burden. The findings indicate a need for stricter zoning and mitigation strategies to prevent data centers from exacerbating urban heat. Whether these facilities will be required to implement heat recovery systems or move further from residential boundaries remains a key point for future regulatory discussion.
