The rise of the 'citizen developer' is not a new phenomenon, but a modern evolution of shadow IT that organizations must embrace rather than block. Massdriver frames the emergence of the citizen developer as a historical progression of accessibility. The blog traces this continuum from the 1990s, when employees ran accounting software on Dell servers, through the 2000s era of Dreamweaver-built websites, and into the current landscape of AI-driven applications. Today, this trend is accelerated by the availability of agentic coding tools such as Claude Code, which further lower the barrier to entry for software creation.

The Failure of Self-Service

Central to the argument is a critique of previous IT strategies. Massdriver claims that the "old model" of developer self-service failed because it still placed the burden of knowledge on the user. As the Massdriver blog puts it: "The citizen doesn't know you exist. The old model of developer self-service still required the developer to know the paved road was there."

In this view, providing documentation and a set of tools is insufficient if the user is unaware of their existence or lacks the technical background to follow the guidelines.
