The Orleans Parish Communication District (OPCD) in New Orleans has become the first agency in the United States to implement Carbyne's AI Emergency Call Triage software. The system is designed to manage high 911 call volumes by identifying and filtering duplicate reports during major incidents.
The software specifically targets surges where multiple callers report the same emergency. When the system identifies callers within 100 meters of an incident already marked for triage, it routes them to an AI agent. This agent provides updates or confirms that the incident is already being handled, while any caller reporting a different emergency is immediately transferred to a human dispatcher. According to the OPCD, the AI is not used to handle emergency calls itself, but only to direct those calls to human personnel.
The Push for Efficiency
New Orleans is currently one of the cities with the highest call rates in the U.S., with the OPCD handling more than 1,000 emergency calls every day. The city has struggled with significant dispatcher staffing shortages and overwhelming call volumes, prompting a shift toward Next Generation 911 (NG911) cloud-native platforms.
This deployment follows a previous initiative in April where the city implemented AI to handle 311 non-emergency calls. That initial phase revealed that 50% of non-emergency calls were simply requests for information, demonstrating the potential for AI to offload routine inquiries from human staff.
