Oracle Embeds AI Agent Builder Directly Into Fusion Cloud
New platform lets business users and developers create agentic applications that run natively within Oracle's enterprise ecosystem, inheriting existing security and governance.
Oracle on July 14, 2026, unveiled an AI-native builder for Fusion Cloud Applications, enabling customers to create "Fusion Agentic Applications" that execute business outcomes rather than simply record transactions.
The platform integrates two toolsets: an Agentic Applications Builder for business users in no-code and low-code modes, and an AI Studio Skill for professional developers. Both run natively within Oracle Fusion, allowing agents to inherit existing identity management, security controls, approval workflows, and audit trails.
Closing the Pilot-to-Production Gap
Enterprise AI adoption has struggled with prototypes that cannot transition to production because they lack integration with core system governance. Oracle's approach embeds the builder and runtime directly into Fusion Cloud, addressing what industry observers call the pilot-to-production gap.
"Enterprise software is moving beyond systems that record work to systems that actively drive and execute outcomes," said Chris Leone, Executive Vice President of Applications Development at Oracle.
Developer Tooling and Access
The AI Studio Skill supports Visual Studio Code, standard command-line interfaces, Git-based workflows, and AI coding assistants including OpenAI Codex and Claude Code. This gives professional developers flexibility while maintaining the governance framework.
Oracle states that over 80,000 certified experts have been trained in Oracle AI Agent Studio. The company has delivered more than 1,000 AI agents through Fusion Applications and launched 22 Fusion Agentic Applications earlier in 2026.
Pricing Structure
Oracle AI Agent Studio for Fusion Applications is available at no additional cost to Oracle Fusion Applications customers. The Agentic Application Builder feature requires a subscription to the Fusion Agentic Apps Platform.
Shift to Systems of Execution
The announcement signals a broader industry shift from systems of record to systems of execution—software that autonomously reasons through and completes complex business processes like financial closing and supply chain management without requiring separate orchestration layers.

By providing a unified governance framework for both citizen developers and professional coders, Oracle aims to accelerate deployment of agentic AI that operates within existing enterprise security boundaries rather than requiring organizations to build parallel infrastructure.
