Senators Mike Rounds (R-S.D.) and Richard Blumenthal (D-Conn.) introduced the National Quantum Readiness Act of 2026, legislation that would transform quantum technology from laboratory research into deployed military capability within three years.

The bill imposes specific statutory deadlines on the Defense Department, requiring the Secretary of Defense to identify three next-generation quantum sensor projects for fielding by September 30, 2028. That determination must occur within 60 days of the Act's enactment.

Quantum sensors offer precision detection and navigation capabilities far exceeding current radar and sonar systems, potentially shifting how military forces detect threats and navigate contested environments.

Multi-Agency Coordination Required

The legislation requires coordinated action across four federal entities. The Secretaries of Defense, Commerce, and Energy, along with the National Science Foundation Director, must jointly develop a plan within 120 days to encourage private sector partnerships for quantum-enabling component technologies.

This cross-agency approach reflects the distributed nature of quantum research: Defense focuses on applications, Commerce oversees industry standards, Energy manages national laboratory research, and NSF funds academic innovation.

Supply Chain Security

The bill addresses a critical vulnerability in quantum technology development: reliance on foreign manufacturing capacity. Within 180 days of enactment, the Secretary of Defense must take steps to increase domestic access to quantum-relevant foundry resources and strengthen critical supply chains.

Quantum components require specialized fabrication facilities that exist in limited numbers worldwide. By mandating action on foundry access, the legislation aims to reduce dependence on foreign technology sources that could be compromised or denied during geopolitical tensions.

From Policy to Statute

The bipartisan sponsorship signals quantum technology's rare status as a national security priority with support across party lines. By converting policy directives into statutory requirements, the bill would ensure long-term funding and agency accountability regardless of administrative changes.

The legislation builds on previous executive actions addressing quantum competitiveness, though specific connections to prior executive orders could not be independently confirmed. Sponsors view quantum readiness as requiring congressional action rather than executive discretion alone.

If enacted, the National Quantum Readiness Act would establish the first congressionally mandated timeline for quantum sensor deployment, moving the technology from research portfolios into operational military use by the end of the decade.
