Released in conjunction with Executive Order 14409, issued June 2, 2026, the document is titled "An Ethical Framework for Government Pre-Deployment Review of Frontier AI Systems." According to the ETP, the framework provides specific recommendations to ensure that pre-deployment reviews are ethical, transparent, and effective. As a 501(c)(3) nonprofit, the ETP focuses on advancing responsible innovation and providing ethical technology training for both executive leadership and the builders creating these systems.

The Push for Standardized Governance

This move comes as governments globally establish AI Safety Institutes to oversee "frontier models"—the most advanced AI systems currently in development. While many current review processes focus heavily on technical safety and the prevention of catastrophic failures, there is a growing demand for standardized ethical frameworks that can be practically implemented.
