Europe's 'Sovereignty Overload': When Digital Autonomy Becomes a Buzzword
Critics warn that rhetorical appeals to digital sovereignty are masking the urgent need for a technical infrastructure to reduce reliance on US and Chinese tech.
European efforts to secure digital autonomy are increasingly viewed as rhetorical exercises rather than industrial strategies. While the European Union has prioritized "technological sovereignty" to curb its dependence on American and Chinese tech giants, experts warn that the terminology has devolved into a set of overused buzzwords.
This phenomenon, described as "sovereignty overload," occurs when terms like "digital sovereignty" and "digital autonomy" are appropriated by various interest groups to advance unrelated agendas. According to a Tech Policy Press analysis, these narratives are now used as jumping-off points for claims ranging from digital regulation to AI maximalism, often masking the actual structural needs of the continent. These terms have become so fashionable that they are being used by all sides to push divergent political and economic goals.
To move beyond rhetoric, some advocates propose the creation of a "EuroStack." This initiative envisions a distinct technological model for Europe, consisting of a dedicated stack of hardware, software, and services. The goal of the EuroStack is to provide a genuine technical foundation that allows Europe to operate independently of foreign proprietary systems.
Concrete steps toward this autonomy have already appeared in institutional settings. In a notable move to reduce reliance on US-based tools, the European Parliament replaced Google with the French search engine Qwant as the default search tool on its institutional computers, effective June 4.
If digital sovereignty remains a linguistic tool rather than a rigorous industrial strategy, Europe risks a critical failure in infrastructure. Without the actual deployment of a EuroStack or similar technical frameworks, the continent may find itself unable to protect democratic values or maintain operational autonomy in the era of artificial intelligence.
Whether the EU can transition from high-level narratives to the deployment of a comprehensive European tech stack remains the central question. Observers will be watching for further institutional shifts similar to the Qwant adoption and whether the EuroStack proposal gains the funding and political will necessary to move from a conceptual model to a functional reality.
