State Department Launches Freedom Tech Program With Bitcoin Policy Institute, Palantir, Anduril

The U.S. State Department announced July 24, 2026, the launch of the Freedom Tech Excellence Program (FTEP), a talent-exchange initiative that will embed private-sector experts directly into diplomatic roles without converting them to full-time federal employees.

Founding partners include the Bitcoin Policy Institute (BPI), defense-tech firms Palantir Technologies and Anduril Industries, and the Victims of Communism Memorial Foundation. These organizations will provide staff for limited-term assignments focused on advancing First Amendment rights online, countering digital surveillance, developing privacy-enhancing technologies, and shaping AI governance.

The first FTEP assignments are expected to begin in Q3 2026, with an initial review of outcomes planned for September 2026. BPI is also hosting a Freedom Tech DC summit September 22-23, 2026.

"The partnership will let the institute contribute to diplomatic efforts around digital freedom," said David Zell, president of the Bitcoin Policy Institute, a non-profit think tank founded in 2021.

The program emerges alongside broader policy shifts positioning the United States as a leader in cryptocurrency and digital assets. An executive order (EO 14233) signed March 6, 2025, established a Strategic Bitcoin Reserve funded by approximately 200,000 BTC seized in criminal and civil forfeiture proceedings.

By integrating technical expertise from defense contractors and crypto-focused organizations, the State Department is treating decentralized technologies and privacy tools as instruments of foreign policy. The structure allows participants to retain their positions with home organizations while contributing to diplomatic efforts aimed at combating censorship and financial control by authoritarian regimes.

The initiative signals a strategic shift in how the U.S. government approaches digital sovereignty.
