China Vows to Block U.S. Global AI Dominance
Victor Gao warns that Beijing will leverage its rare earth control to prevent the U.S. from 'weaponising' artificial intelligence.
China will not permit any single nation, specifically the United States, to establish global dominance over artificial intelligence. The declaration comes as Beijing frames the AI race not merely as a commercial competition, but as a critical struggle for geopolitical stability.
Speaking at the inaugural Penang Peace Dialogue in Malaysia, Victor Gao, vice-president of the Centre for China and Globalisation, stated that China is committed to pushing forward its own AI leadership to ensure no one country controls the technology. Gao accused the U.S. of "weaponising and militarising AI," claiming that Washington is integrating the technology into ballistic missiles, drones, and everyday hardware and software to maintain global hegemony. To counter this, Gao asserted that China’s control over rare earth elements—essential components for high-tech hardware—would serve as a safeguard to prevent the U.S. from utilizing AI for "evil purposes."
The Geopolitical Divide
The statements were delivered before an audience of approximately 200 academics, policymakers, and business leaders in Malaysia. The forum highlighted a deepening ideological rift in how AI is developed and deployed. Gao contrasted China's commitment to open-source AI development with what he described as the closed-source strategies employed by the United States. This sentiment was echoed by economist Jeffrey Sachs, who characterized the U.S. as being driven by a "military-industrial-digital complex," arguing that Silicon Valley maintains an intimate and dangerous connection with the Pentagon to militarize AI at a maximal rate.
