IBM: Dismantling Corporate Silos Key to Unlocking Agentic AI Value

IBM is calling for a fundamental redesign of the corporate structure to accommodate the rise of autonomous AI. In a new research report titled "The blueprint for agentic operations," IBM's Institute for Business Value (IBV) argues that traditional department-based models are no longer sufficient for the AI era.

The report, based on a survey of more than 2,000 C-suite executives across 17 industries and 16 countries, advocates for a transition toward an "interconnected enterprise." This model organizes the company around agentic AI workflows rather than rigid functional silos, allowing AI agents to manage routine execution while human employees pivot toward high-value judgment and strategic oversight.

The Silo Problem

According to the IBV research, the primary obstacle to realizing AI's full potential is the existing organizational structure. A significant 82% of surveyed C-suite executives identified functional silos as a primary block to AI value. These traditional boundaries often hinder the seamless, end-to-end data flow that agentic AI requires to operate effectively across different business functions.

Despite these hurdles, the transition is already underway. The report finds that 55% of organizations are currently developing or deploying an agentic AI operating model. This shift marks a move away from treating AI as a standalone tool and toward adopting it as a core operating model where the workflow itself becomes the primary unit of performance.

Redefining Service Delivery

This structural evolution is expected to ripple through the global economy, particularly in how services are delivered and billed. IBM's data shows that 75% of executives believe AI will significantly redefine global service delivery models by the end of 2026.

This shift is likely to change the financial foundations of enterprise contracts. Specifically, 56% of executives expect next-generation delivery models to be priced around measurable outcomes—such as risk exposure and customer impact—rather than traditional metrics like headcount or transaction volume.

The Path to Autonomy

By redefining the enterprise as a series of interconnected workflows, companies aim to reduce operational friction and scale autonomous execution. The goal is to move beyond simple AI pilots to platform-scale autonomy, where interoperable data and real-time orchestration allow agents to handle complex, cross-departmental tasks.

As organizations continue to integrate these agentic models, the focus will likely shift toward the governance and ethical oversight required to manage a workforce of autonomous agents. While the blueprint provides a path forward, the speed of adoption will depend on how quickly legacy enterprises can dismantle the silos that have defined corporate hierarchy for decades.
