Puerto Rico implements water rationing as record drought hits failing grid
Over 180,000 residents face rotating shut-offs as aging infrastructure leaks 60% of the island's drinking water.
Puerto Rico has begun implementing rotating 48-hour water rationing for more than 180,000 customers across San Juan and several other major cities. The move comes as a historic drought collides with a crumbling utility grid, leaving a significant portion of the population without reliable access to running water.
The rationing affects residents in San Juan, Carolina, Juncos, Gurabo, Trujillo Alto, Canovanas, and Loiza. The crisis is driven by extreme weather; July 2026 was the driest month recorded for San Juan in over 120 years. According to the US Drought Monitor, the environmental strain is widespread, with approximately 25% of the island experiencing severe drought and another 36% facing moderate drought conditions.
A System in Collapse
While the drought acted as the trigger, the severity of the shortage is rooted in systemic infrastructure failure. The Puerto Rico Aqueduct and Sewer Authority (PRASA) is currently losing approximately 60% of the island's treated drinking water to leaks before it ever reaches a consumer's tap. This massive loss of resources highlights decades of underinvestment and a lack of critical maintenance in the centralized water grid.
Governor Jenniffer Gonzalez has characterized the situation as being "out of our hands," warning that nothing currently prevents the crisis from worsening. The reliance on a centralized system has left the island uniquely vulnerable to climate-driven events, turning a weather anomaly into a humanitarian logistics challenge.
The Case for Decentralization
The current failure has sparked a debate over the island's reliance on a state-run grid. Experts argue that the crisis could be mitigated by adopting decentralized solutions, such as rainwater harvesting, which is already common or mandated in Barbados and the US Virgin Islands. By shifting away from a single point of failure, the island could create a critical safety net for residents during periods of climate stress.
Environmental lawyer Ruth Santiago notes that despite the current droughts, the island still possesses abundant water resources. "We could be harvesting rainwater right now," Santiago said. Similarly, Fernando Abruña, a partner at Abruña & Musgrave Architects, pointed out that some of the most effective unused reservoirs in Puerto Rico are simply the roofs of the island's homes.

As rationing continues, the immediate focus remains on managing the dwindling supply and addressing the leaks within the PRASA network. However, the long-term stability of the island's water security depends on whether the government moves toward the decentralized models suggested by experts. For now, residents in the affected cities remain dependent on a rotating schedule, waiting for the return of rain and the repair of a failing system.
