US Marine Corps and Coast Guard Overhaul Data Infrastructure for AI Integration

Military leaders are prioritizing data labeling and network transport to reduce intelligence-to-action timelines by 2030.

The U.S. Marine Corps and Coast Guard are aggressively upgrading their data and network infrastructures to support AI-enabled operations. These efforts aim to accelerate the speed at which intelligence is converted into tactical action on the battlefield.

During discussions at the DoDIIS Worldwide Conference, officials detailed a shift toward automating data processing and solving systemic labeling issues. The Marine Corps is currently utilizing the Maven Smart System (MSS), an AI-enabled platform designed to integrate intelligence and surveillance data for command, control, and targeting. Simultaneously, the Coast Guard is implementing AI and standardized data-entry forms to automate manual human processes that have historically delayed critical information sharing.

Strategic Alignment and Implementation

These initiatives are part of a broader push to modernize the Department of Defense's capabilities. The Marine Corps has released its inaugural AI implementation plan, which sets a target to transform the service into a fully AI-enabled force by 2030. To ensure these high-level goals reach the tactical edge, the service is aligning its strategy with the 39th Commandant’s Planning Guidance.

Implementation is being driven by Digital Transformation Teams stationed at key commands, including II MEF and MARFORPAC. These teams serve as the bridge between national directives and the practical needs of operators in the field. As part of this structural shift, the Marine Corps is proposing the creation of new military occupational specialties (MOS) specifically focused on digital operations and AI.

Solving the Data Bottleneck

Military leaders emphasize that the success of AI depends less on the tools themselves and more on the underlying data quality. Current obstacles include mislabeled data and the tendency to overclassify information, both of which inhibit the speed of delivery across different domains.

William White, CIO for intelligence at the Coast Guard, noted that the overclassification of systems and emails frequently hinders the movement of data between domains. Jeff Hurley, director for IC4 at the Marine Corps, cautioned against over-engineering solutions, stating, "I don’t need to spend a million dollars on an AI solution to solve a 50-cent problem."

The Path Forward

By focusing on the foundation of data tagging and network transport, the services intend to eliminate the friction that currently slows down battlefield effectiveness. The immediate priority remains the cleanup of data pipelines to ensure that AI tools have reliable, accessible information to process.

Observers will be watching how the proposed new MOS roles are integrated into the force and whether the 2030 timeline for a fully AI-enabled Marine Corps remains feasible as the service scales the Maven Smart System across more commands.
