The West Virginia Department of Education (WVDE) has launched the nation's first comprehensive statewide framework for artificial intelligence and digital science in public schools. Spearheaded by State Superintendent Michele Blatt, the initiative establishes a unified structure for AI literacy, educator training, and student access across all districts.

Unlike other states that leave AI policy to individual local districts, West Virginia is executing a single statewide rollout. State officials describe the initiative as the first comprehensive rollout of its kind in the U.S. The framework is built upon three primary commitments: Student Access, which ensures all students achieve AI literacy before graduation; Educator Capacity, utilizing a train-the-trainer model across all counties; and Workforce Alignment, which connects educational pathways to verified credentials and employer demand.

Defining Digital Science

The initiative arrives as generative AI tools become increasingly prevalent in the classroom. To provide a holistic approach, the WVDE defines "digital science" as a combination of computer science, AI literacy, data reasoning, cybersecurity awareness, and media literacy. This broad definition ensures that students are not merely using tools, but understanding the underlying logic and security implications of the technology.

Superintendent Michele Blatt has previously testified before a U.S. House Subcommittee regarding the state's strategy, emphasizing the need to protect student data and maintain educational integrity while leveraging these new technologies.

Closing the Digital Divide

By establishing a statewide standard, West Virginia aims to eliminate the "digital divide" that often exists between wealthy and under-resourced districts. The goal is to create a scalable model for rural AI readiness, ensuring that a student's geographic location does not determine their level of technological proficiency.

State officials emphasize that the framework is designed to enhance critical thinking and research skills. The objective is to use AI as a supplement to learning rather than a substitute for it. As Superintendent Blatt noted, AI in the classroom will never replace teachers, reinforcing the state's position that the technology should support, not replace, the teacher-student relationship.

Implementation and Outlook

While the framework is now active, the rollout involves ongoing professional development sessions for educators to build necessary capacity. According to reports from WCHS-TV, the state expects the framework to be available to every educator, administrator, and student across the state by the beginning of the 2027-28 school year.
