The National Highway Traffic Safety Administration (NHTSA) has launched an investigation into the safety compliance of Tesla’s Cybercab shortly after its commercial debut. The probe examines whether the purpose-built robotaxi adheres to federal safety mandates, marking an immediate regulatory clash for Tesla's autonomous ambitions.

On September 3, 2026, coinciding with the service launch in Austin, Texas, the NHTSA opened audit AQ26002. The investigation focuses on the Cybercab's lack of traditional manual controls, as the vehicle was deployed without a steering wheel, brake pedals, or sideview mirrors. Approximately 1,000 Cybercab vehicles were deployed in the Austin area as part of the initial rollout. While Tesla self-certified that the Cybercab complied with Federal Motor Vehicle Safety Standards (FMVSS) prior to the launch, federal regulators are now scrutinizing those claims.

The Regulatory Conflict

The Cybercab represents a fundamental shift in Tesla's approach to autonomy. While previous Tesla models utilized "Full Self-Driving" (FSD) as a driver-assist system requiring human supervision, the Cybercab is designed for a fully driverless ride-hailing network. By removing manual overrides entirely, Tesla has placed the vehicle in direct conflict with existing U.S. automotive safety regulations, which typically mandate the presence of steering wheels and pedals for vehicles to be considered road-legal.
