US Data Centers Used 17 Billion Gallons of Water for Cooling in 2023
Direct cooling needs are surging alongside the AI boom, but indirect water use for electricity remains the dominant environmental footprint.
US data centers consumed approximately 17 billion gallons of water for direct cooling in 2023, according to a report from the Lawrence Berkeley National Laboratory (LBNL). This consumption comes at a critical juncture as the generative AI boom accelerates, placing new demands on infrastructure and local resources.
While the 17 billion gallon figure represents direct facility use, the total water footprint is significantly larger when accounting for power generation. LBNL estimates that indirect water consumption—water used to generate the electricity that powers these facilities—reached 211 billion gallons in 2023. This indirect use is roughly 12 times higher than direct consumption, confirming that the vast majority of the industry's water impact occurs at the power plant rather than the server rack. Despite these large numbers, direct data center water use remains a small fraction of total US water consumption, estimated at approximately 2%.
The Cooling Trade-off
The surge in water usage is closely tied to the expansion of server farms and the rise of Large Language Models (LLMs). These AI workloads require specialized, power-hungry hardware that generates intense heat, necessitating more aggressive cooling strategies. Operators typically face a technical trade-off: evaporation-based cooling systems are more energy-efficient but consume significantly more water than air-cooled chillers. As AI hardware continues to push the limits of power density, the reliance on water-intensive cooling is expected to grow.
Transparency and Oversight
The rapid scaling of AI infrastructure is creating unprecedented pressure on water resources, yet assessing the true environmental impact remains difficult. Reporting is currently fragmented because water provision is primarily a state-level responsibility. Furthermore, many agreements between tech firms and municipal water providers include non-disclosure clauses, shielding the exact volume of water usage from public view. This lack of centralized federal data and transparency has already led to legal challenges against major providers, including Amazon Web Services (AWS).
Future Outlook
Industry observers are now watching for a shift toward more transparent reporting and the adoption of water-less cooling technologies. While the 2023 data provides a baseline, the actual consumption for the current year is likely higher as more AI clusters come online. The primary tension moving forward will be balancing the computational demands of the AI race against the sustainability of local watersheds, especially in regions prone to drought.
