Georgia Freezes Utility Rates to Shield Residents From AI Data Center Boom

Georgia is positioning itself as a primary hub for AI and cloud data centers while implementing regulatory safeguards to prevent residential consumers from paying for the resulting infrastructure costs. The state is attempting to decouple aggressive industrial growth from the monthly utility bills of its citizens.
To achieve this, the Georgia Public Service Commission has frozen Georgia Power's base rates through 2028. This freeze ensures that the massive capital expenditures required to expand the power grid for data centers are not shifted onto everyday residential users. The move comes amid a staggering influx of capital; more than $40 billion in data center investment poured into Georgia during the first seven months of 2025 alone.
A Dramatic Shift in Demand
The scale of this growth has rendered previous utility forecasts obsolete. In 2022, Georgia Power estimated that generation would need to increase by only 400 megawatts over a seven-year period. However, that forecast has since shifted dramatically, with updated requirements reaching 6,600 megawatts to accommodate the energy-intensive nature of artificial intelligence and cloud computing.
This surge in demand has transformed utility regulation into a political battleground. In recent elections, Democrats flipped two seats on the Public Service Commission, as the impact of data center construction and the stability of utility rates became central campaign issues for voters concerned about the cost of living.
The Tension of the 'Georgia Model'
This strategy tests whether a state can aggressively pursue high-energy industrial growth without compromising the reliability or affordability of power for its residents. The tension lies in the balance between economic development incentives—often including discounted rates for hyperscalers—and the regulatory mandate to protect residential ratepayers.
Kevin Doyle, Executive Director of the Consumer Energy Alliance, noted that Georgia’s infrastructure and utilities oversight allow the state to balance the power needs of new data centers without shifting the cost burden to residents, a contrast to the approach taken by many other states.
