Following previous unrelated submarine cable outages, the region has increasingly adapted by implementing terrestrial redundancy and expanding Internet exchange points (IXPs). This existing infrastructure makes the continent better equipped to handle the types of disruptions currently destabilizing the Gulf.

As cloud providers move to mitigate the risks of dense infrastructure placement, the influx of capital into Africa could accelerate the continent's digital transformation. Industry observers are now watching to see if this strategic relocation leads to a permanent redistribution of global compute power.
