Sembcorp JV to Build $480 Million Hyperscale Data Center in Ho Chi Minh City

Singapore's Sembcorp Development and Vietnam's BB Holding partner to launch a massive AI-ready facility in the Saigon Hi-Tech Park.

Ho Chi Minh City has leased 4.5 hectares of land in the Saigon Hi-Tech Park to Starmason, a joint venture between Singapore's Sembcorp Development and Vietnam's BB Holding. The move establishes a critical piece of digital infrastructure designed to support the region's growing demand for artificial intelligence and cloud computing.

The project carries a registered investment of $480 million, or approximately VND 12.5 trillion. According to project specifications, the hyperscale data center will launch with an initial IT capacity of 60 MW, with the ability to expand to 90 MW. The facility is specifically engineered to handle the high-compute requirements of AI, big-data processing, and cloud services. Under the terms of the agreement, the land lease extends until 2076. Sembcorp Development holds a 49% stake in the Starmason venture.

A Strategic Shift for Sembcorp

While Sembcorp has maintained a presence in Vietnam for three decades through the Vietnam Singapore Industrial Park (VSIP) network, this project represents the company's first foray into the country's data center market. The investment arrives during a period of rapid high-tech expansion in Ho Chi Minh City. The Saigon Hi-Tech Park has become a primary magnet for foreign capital, attracting more than $1.2 billion across four major projects in the early months of 2026 alone.

Driving the Digital Economy

This development signals Vietnam's emergence as a competitive regional hub for cloud infrastructure. The shift is being driven by a broader acceleration of the national digital economy. Lee Ark Boon, chief executive of Sembcorp Development, noted that Vietnam’s digital economy is accelerating specifically on the back of AI and cloud adoption.

Beyond the technical capacity, the partnership between a leading Singaporean developer and a local Vietnamese firm underscores a deepening strategic collaboration between the two nations. By integrating Singaporean development expertise with local holdings, the project aims to provide the scalable power and cooling infrastructure necessary for hyperscale tenants to operate within Vietnam.

Future Outlook

Industry observers will now look toward the construction timeline and the specific tenants that will occupy the 60 MW to 90 MW capacity. As Vietnam continues to attract high-tech investment, the success of the Starmason facility may serve as a blueprint for further joint ventures in the sector. While the core investment and capacity are confirmed, the specific operational certifications and final delivery dates remain the primary milestones to watch.
