Nomura's Laser Digital Ends Japan's Four-Year Crypto Exchange Drought
The registration of Laser Digital Japan marks a pivotal shift toward institutional crypto adoption under a new regulatory framework.
Laser Digital Japan has officially registered as a Crypto Asset Exchange Service Provider, ending a nearly four-year hiatus on new exchange approvals in Japan. The move signals a major institutional pivot for the digital asset landscape in one of the world's most strictly regulated markets.
A subsidiary of financial giant Nomura, Laser Digital Japan is the first entity to secure this registration in approximately four years. According to the firm, its initial operations will focus on supplying liquidity to domestic virtual asset service providers before expanding its scope into broader institutional trading services.
A Shift in Regulatory Architecture
This approval arrives as Japan fundamentally reshapes its approach to digital assets. The government is moving crypto assets under a financial-instruments framework via the Financial Instruments and Exchange Act (FIEA), effectively treating them more like traditional stocks and bonds.
Central to this transition is a drastic overhaul of the tax code. As of March 31, 2026, Japan has implemented a separate taxation system for crypto assets, setting the rate at approximately 20.315%. This replaces a previous miscellaneous income tax structure that could see gains taxed at rates as high as 55%, removing a significant barrier for high-net-worth and professional investors.
Bridging TradFi and Crypto
The entry of a Nomura-backed entity provides the "trusted counterparty" infrastructure required for traditional finance (TradFi) to merge with the digital economy. For institutional players, the presence of a regulated, bank-affiliated exchange reduces the perceived risk of market entry.
"As institutional investors increase their interest in this asset class, there remains a need for trusted counterparties and infrastructure designed specifically for their requirements," said Jez Mohideen, co-founder and CEO of Laser Digital. Steve Ashley, co-founder and executive chairman of Laser Digital, added that sophisticated investors are increasingly seeking both market access and the high-quality infrastructure necessary to support it.
Market Demand and Outlook
The timing of the launch aligns with growing domestic appetite for digital assets. A survey conducted by Nomura and Laser Digital revealed that 79% of respondents plan to invest in crypto assets within the next three years, suggesting a massive untapped pipeline of capital.
Industry observers will now watch how Laser Digital Japan scales its liquidity services and whether this approval triggers a wave of other traditional financial institutions seeking similar registrations. The primary focus remains on how the new FIEA framework handles insider-trading restrictions and the long-term stability of the 20% tax regime as institutional volume increases.
