China Targets 70% NEV Market Share and Autonomous Driving by 2030
The Ministry of Industry and Information Technology's '15th Five-Year Plan' pivots from simple electrification to a state-backed ecosystem of intelligent connectivity.
China is accelerating its transition toward a fully autonomous and electrified transport network with the release of a comprehensive strategic roadmap. The Ministry of Industry and Information Technology (MIIT), alongside eight other government agencies, has unveiled the Intelligent Connected New Energy Vehicle Industry '15th Five-Year Plan,' aiming to cement the nation's status as a global automotive leader by 2030.
The plan establishes aggressive adoption targets for New Energy Vehicles (NEVs), mandating that passenger NEVs account for 70% of all new vehicle sales by 2030. For the commercial sector, the target is set at 40% of new sales. Beyond market share, the government is enforcing strict efficiency standards: passenger vehicles must reach an average fuel consumption of 3.3 liters per 100 kilometers, while battery electric passenger vehicles are targeted to consume approximately 11.5 kWh per 100 kilometers. Additionally, the state projects a 15% increase in labor productivity per employee compared to 2025 levels.
The Shift to Intelligent Connectivity
This roadmap represents a fundamental evolution in China's industrial strategy. While previous efforts focused primarily on the hardware of electrification to combat urban pollution, the '15th Five-Year Plan' merges AI-driven autonomous systems with EV infrastructure. To facilitate this, the government is utilizing pilot programs in over 30 cities and designated autonomous driving zones, such as Beijing E-Town, to refine technology before a national rollout. The ultimate goal is the realization of highly automated driving on expressways, urban express roads, and selected urban streets by 2030.

By integrating technological targets with safety and internationalization goals, China is attempting to dominate both the physical and digital layers of the automotive industry. The state's approach creates a massive, synchronized ecosystem that forces rapid commercialization and standardization. According to the plan, the safety performance of vehicles equipped with these autonomous systems is expected to substantially surpass that of human drivers, potentially establishing a new global benchmark for how autonomous vehicles are regulated and operated at scale.
