Himachal Pradesh expands EV strategy to waste management and private transit
The state is diversifying beyond government bus fleets by subsidizing e-taxis and testing electric garbage vans in Shimla.
Himachal Pradesh is diversifying its electric mobility strategy to include specialized utility vehicles and private transit. The move signals a shift toward integrating electric vehicles (EVs) into essential public services and last-mile connectivity across the state's challenging mountain terrain.
In Shimla, the Municipal Corporation is currently testing 12 electric garbage vans manufactured by Switch Mobility. These vehicles are designed for the region's steep gradients, capable of carrying nearly one tonne of waste with a range of up to 140km on a single charge. Parallel to this, the state has implemented an e-taxi scheme that provides a 50% subsidy on vehicle costs to owner-drivers; currently, 96 drivers are attached to various government departments. Furthermore, the state plans to deploy 1,000 privately owned 42-seater electric buses to serve 52 underserved routes. To incentivize this expansion, the government is offering a 50% subsidy on the buses along with a monthly incentive of Rs 75,000.
Leveraging Hydropower for Green Transit
This transition is supported by Himachal Pradesh's significant hydropower capacity, as the state produces more clean energy than it consumes. While the Himachal Road Transport Corporation (HRTC) had already established a foundation with electric buses, the current focus has shifted toward decentralized, specialized utility EVs. This strategy is part of a broader policy framework that targets 100% electric vehicle sales by 2030, aiming to eliminate tailpipe emissions in ecologically sensitive hill stations.
Economic and Environmental Implications
By moving from centralized government fleets to a model that subsidizes private ownership, the state is attempting to link environmental sustainability with economic opportunity. The e-taxi and private bus initiatives are designed to create sustainable livelihoods for local youth while reducing the carbon footprint of mountain tourism and transit. However, the transition faces significant hurdles, including critical gaps in charging infrastructure and the need for vehicles that can withstand extreme winter conditions and narrow roads.
The Road Ahead
Officials remain cautious about the long-term viability of these fleets in the Himalayas. Rajneesh Brar, vehicle in-charge and health inspector at the Municipal Corporation, noted that the real test will be the winter season, which will determine how the vehicles perform throughout a full year of mountain conditions before the fleet is scaled up. Observers will be watching whether the current subsidy model can attract enough private investment to meet the state's ambitious 2030 targets.
