EU Mandate Requires Removable Smartphone Batteries by 2027

New European Union regulations will force manufacturers to abandon sealed chassis in favor of user-replaceable batteries to combat electronic waste.

The era of the sealed smartphone is facing a legal deadline. The European Union has introduced a mandate requiring smartphones and tablets sold within the bloc to feature batteries removable by the end-user starting February 18, 2027.

Under EU Battery Regulation 2023/1542, manufacturers must ensure that batteries can be replaced using commercially available tools. This regulatory shift targets the industry's long-standing trend of integrating batteries deep within the chassis, a design choice that has historically made repairs difficult for the average consumer. While most modern flagships remain sealed, a few niche devices currently maintain this functionality, such as the Fairphone 6 and the Samsung Galaxy XCover 7 Pro.

The Shift to Sealed Designs

For more than a decade, the mobile industry prioritized a "sealed" approach to industrial design. This transition allowed companies to produce thinner devices and utilize premium materials like glass and aluminum. More importantly, sealed chassis enabled higher IP-rated water and dust resistance, which became a standard requirement for high-end devices.

However, this evolution came at a cost: the death of the user-swappable battery. Because batteries naturally degrade over time, the inability to easily replace them often led users to discard the entire device once the battery life plummeted, contributing to a cycle of planned obsolescence and increasing the volume of discarded hardware.

The Right to Repair

This new mandate is a cornerstone of the broader "Right to Repair" movement. By forcing a return to removable power cells, the EU aims to significantly reduce electronic waste and improve the recovery of critical raw materials, including lithium and cobalt. The goal is to decouple the lifespan of the phone's processor and screen from the shorter lifespan of its chemical battery, thereby extending the overall utility of the hardware and reducing the environmental footprint of the consumer electronics industry.

Global Industry Implications

The regulation could trigger a fundamental redesign of smartphones worldwide. Industry analysts suggest that major players like Apple and Samsung are unlikely to produce separate, EU-specific hardware versions. Instead, they may adopt a universal design to maintain efficiency across global supply chains.

As noted by industry observers, because companies prefer universal designs over regional SKUs, users outside the EU are likely to benefit from these changes as well. This mirrors the EU-driven shift that eventually forced the global adoption of the USB-C charging standard, demonstrating the bloc's ability to set global hardware benchmarks.

What Remains Unconfirmed

While the deadline is set, the exact implementation for high-end devices remains a point of contention. Some reports suggest companies may seek exemptions if they can prove high battery longevity—such as maintaining 83% capacity after 500 cycles—or meet specific IP67 water-resistance ratings. It remains to be seen how strictly the EU will enforce the "removable" definition and whether these performance exemptions will allow the sealed-chassis trend to persist in the premium market.
