European Telcos Pivot to Sovereign Satellites to Break US Reliance
Orange, Deutsche Telekom, and Vodafone are forging strategic alliances to build a European satellite ecosystem independent of Starlink and Kuiper.
Europe’s leading mobile operators are aggressively shifting their satellite strategies to prioritize regional autonomy over US-based constellations. By partnering with European and allied ventures, these carriers aim to secure critical communication infrastructure against reliance on dominant US players like SpaceX's Starlink and Amazon's Kuiper.
Orange has solidified this direction by signing multi-year Low Earth Orbit (LEO) agreements with Eutelsat (OneWeb) and Canada's Telesat Lightspeed. Simultaneously, Deutsche Telekom is integrating its expertise into the European Union's IRIS2 sovereign broadband project, contributing 5G core network design, secure networks, and IT infrastructure. In a separate move toward direct-to-device connectivity, Vodafone is collaborating with AST SpaceMobile to establish 'SatCo,' a jointly owned European company designed to provide satellite services directly to standard mobile devices.
The Push for Technological Sovereignty
This strategic pivot occurs during a global race for direct-to-device connectivity, which allows smartphones to link to satellites without requiring specialized hardware. While US firms currently lead the market, European operators are prioritizing "technological sovereignty" and "strategic autonomy." This shift is designed to ensure that secure and resilient connectivity for government and enterprise clients remains under European jurisdiction rather than US corporate control.
Jean Louis Le Roux, Orange EVP of international networks, stated that investing in a European LEO solution is of "strategic importance" to provide resilient and sovereign digital connectivity. Claudia Nemat, outgoing board member for technology and innovation at Deutsche Telekom, echoed this sentiment, noting that the IRIS2 project specifically strengthens Europe’s technological sovereignty.
Geopolitical and Industrial Implications
Beyond commercial competition, the move represents a geopolitical effort to decouple Europe's critical communication infrastructure from foreign entities. By establishing a sovereign ecosystem, the EU aims to safeguard national security, crisis management, and the protection of critical infrastructure. This framework also allows European operators to offer competitive B2B broadband services that meet strict regional security standards.
The Road to 2030
Central to this ambition is the IRIS2 constellation. The project's implementation baseline has been increased to 348 satellites—comprising 330 LEO and 18 MEO satellites—with initial services expected to be operational by 2030. As these partnerships mature, the industry will be watching whether the 'SatCo' venture and the IRIS2 rollout can scale quickly enough to compete with the established lead of US constellations.
