Researchers Chirantan Chatterjee, Ying Fan, and Debi Prasad Mohapatra authored the study, titled "Spillover Effects in Complementary Markets: A Study of the Indian Cell Phone and Wireless Service Markets." Published as a CEPR Discussion Paper, the work uses a structural model to analyze the relationship between 4G-enabled handsets and the wireless network infrastructure required to power them. The authors conclude that restrictive industrial policies—specifically those that ban or limit budget imports—can significantly hinder technological deployment and diminish overall consumer welfare.
The Complementarity Trap
The core of the research focuses on the concept of "complementarity." In high-tech ecosystems, the growth of one market is inextricably linked to the availability and affordability of another. In this case, a 4G network is only valuable if consumers have affordable 4G-enabled devices to access it; conversely, a 4G phone is useless without a functioning network.
By examining the Indian market, the researchers evaluated the impact of policies that favor domestic production over imports. They found that when a government restricts access to affordable complementary goods, such as budget smartphones, it creates a bottleneck. This bottleneck does not just affect the hardware market; it suppresses the demand for the primary infrastructure, thereby slowing the rollout of the network itself.
