The Federal Communications Commission has launched a formal proceeding to explore allowing unlicensed wireless devices to communicate directly with satellites. This initiative seeks to expand satellite connectivity beyond specialized hardware and smartphones to include a vast array of everyday consumer electronics.

Through a Notice of Proposed Rulemaking (NPRM FCC 26-51), the FCC is investigating the feasibility of allowing "Part 15" unlicensed devices—low-power radio frequency gadgets that operate without individual spectrum licenses—to link with satellite constellations. To support the capacity requirements of such a system, the agency is examining approximately 200 megahertz of unlicensed spectrum.
