Hong Kong Debuts SEAM@InnoHK Cluster with HK$2.5 Billion R&D Boost

Hong Kong has officially launched SEAM@InnoHK at the Hong Kong Science Park to accelerate the city's research and development capabilities. The initiative marks a significant expansion of the region's technological infrastructure, aiming to bridge the gap between academic discovery and industrial application.

Launched on September 1, 2026, SEAM@InnoHK serves as the third major research cluster under the InnoHK umbrella, following the established Health@InnoHK and AIR@InnoHK clusters. The government has allocated HK$2.5 billion (approximately $319 million) to fund the development of eight specialized laboratories. These labs are designed to tackle complex challenges across a broad spectrum of high-tech fields, specifically focusing on sustainable development, energy, advanced manufacturing, materials, semiconductors, and space manufacturing technology.

A Global Collaborative Framework

The launch is part of the broader InnoHK initiative, a government-backed strategy to establish world-class research centers by collaborating with leading international institutions. To ensure global competitiveness, SEAM@InnoHK has partnered with several of the world's top-tier universities. Official partners include the University of Cambridge, EPFL, Nagoya University, the National University of Singapore, Tsinghua University, and Peking University. This network allows Hong Kong to integrate diverse academic expertise and attract international talent to the Science Park.

Driving Commercialization and Innovation

The strategic placement of SEAM@InnoHK within the Science Park is intended to facilitate the commercialization of academic research. By housing these labs in a hub dedicated to technology and entrepreneurship, the government aims to streamline the transition of laboratory breakthroughs into market-ready products. This push is critical for strengthening Hong Kong's position as an international innovation hub, shifting the city's economic reliance toward a more robust, technology-driven ecosystem.

Future Outlook

As the eight labs begin operations, the industry will be watching for the first wave of patents and spin-off companies emerging from the cluster.
