ISRO Staff Demand Guarantees as Privatisation Push Sparks Fears of Lost Expertise
Thousands of employees seek written clarity on the agency's future role after warnings that launch vehicle manufacturing may shift to the private sector.
Approximately 5,000 employees at the Indian Space Research Organisation (ISRO) have formally requested clarification on the agency's future role amid an accelerating push toward space sector privatisation. The move signals growing internal friction over the government's strategy to transition hardware production from the national agency to private firms and public sector undertakings.
Nine employee associations, representing roughly 27% of ISRO's 18,100-person workforce, submitted a five-page letter to ISRO Chairman Dr. V. Narayanan. The associations include staff from key centers such as the Vikram Sarabhai Space Centre (VSSC), Satish Dhawan Space Centre (SDSC), U R Rao Satellite Centre (URSC), Liquid Propulsion Systems Centre (LPSC), Space Applications Centre (SAC), National Remote Sensing Centre (NRSC), and ISRO Propulsion Complex (IPRC). The unrest follows statements from IN-SPACe Chairman Pawan Goenka, who indicated that ISRO would eventually cease the manufacturing of launch vehicles, delegating those responsibilities to the private sector or PSUs.
The Shift Toward Private Industry
Since 2020, the Indian government has actively sought to integrate private companies into the space ecosystem. The goal is to allow commercial entities to design and operate systems, freeing ISRO to focus primarily on high-level research and development. This transition is managed by IN-SPACe, the government body tasked with facilitating private participation.
Concrete steps toward this transition are already underway. Technology for the Small Satellite Launch Vehicle (SSLV) has been transferred to Hindustan Aeronautics Limited (HAL). Furthermore, bidding processes are currently active for the technology transfer of the heavier LVM3 and PSLV launch vehicles, moving the agency closer to a model where it designs technology but does not build the hardware.
Risks to Strategic Autonomy
For the scientists and engineers involved, the shift represents more than a change in workflow. In their letter, the employee associations warned that existing staff could be rendered surplus or redeployed, potentially leaving them without meaningful work while private contractors utilize publicly developed technology to perform the same tasks.
Industry analysts suggest this conflict highlights a fundamental tension in India's national strategy: the desire to foster a competitive commercial space industry versus the necessity of maintaining sovereign technical capabilities. There are concerns that if ISRO stops building its own hardware, it risks becoming a purely theoretical body. Such a shift could dilute institutional memory and compromise India's long-term strategic autonomy in space.

As the bidding for LVM3 and PSLV technology continues, the focus now shifts to how Dr. V. Narayanan and the government respond to the staff's demands for written clarification. The resolution of this dispute will likely determine whether ISRO can maintain its internal morale while simultaneously evolving into a research-centric organization.
