The Minns Labor Government has unveiled a comprehensive strategy to accelerate New South Wales' industrial capability through a new Innovation Blueprint and Industry Policy. The initiative pivots the state toward advanced manufacturing and clean energy while streamlining the approval process for massive private investments.

Central to the plan is nearly $80 million in new funding allocated in the 2025-26 Budget. This includes $38.5 million dedicated to Tech Central and $20 million for Emerging Technology Commercialisation. To further support industrial growth, the NSW Government has launched the Innovative Manufacturing Adoption Fund, a $6 million initiative split into a $1 million discovery and feasibility stage, followed by a $5 million implementation phase beginning in early 2027.

Streamlining Major Investment

To reduce the regulatory friction that often delays large-scale infrastructure, the government is establishing a new Investment Delivery Authority. Backed by $17.7 million in funding, the authority is designed to accelerate approvals for projects valued at over $1 billion. Treasurer Daniel Mookhey described the authority as a "turbocharger to drive economic growth across the state," with the government aiming to bring forward up to $50 billion in annual investment.

Premier Chris Minns stated that the changes signal the state is "open for business," intending to encourage entrepreneurs and corporations to bring their ideas to life with government backing.

Strategic Industrial Missions

These investments are part of a broader shift to move the state away from carbon-intensive industries and address the ongoing housing crisis. The NSW Industry Policy is structured around three primary "missions": Housing, Net Zero & Energy Transition, and Local Manufacturing.

This strategic pivot builds on existing momentum in the private sector. In 2024, New South Wales solidified its position as the nation's primary hub for venture capital, accounting for 65% of all VC investment across Australia. By aligning government funding with these market strengths, the state seeks to diversify its economic base and enhance sovereign capability.

Industry Implications

By targeting the intersection of AI infrastructure, data centers, and renewable energy, NSW is positioning itself to compete for high-tech global investment. The creation of the Investment Delivery Authority is particularly critical for the rapid deployment of these technologies, where traditional planning timelines often lag behind technological advancement.

As the state rolls out the first stage of the Innovative Manufacturing Adoption Fund, the focus will shift toward the 2027 implementation phase.
