Under the new structure, six major technology hubs—the Defense Innovation Unit (DIU), the Strategic Capabilities Office (SCO), DARPA, the Chief Digital and Artificial Intelligence Office (CDAO), the Office of Strategic Capabilities (OSC), and the Transition Readiness Management Center (TRMC)—now operate as components within the Research and Engineering (R&E) undersecretariat. This unified organization is led by Emil Michael, who serves as the DOD Chief Technology Officer and Under Secretary of Defense for R&E.
Assistant Secretary of Defense for Science and Technology Joseph Jewell, whose portfolio manages basic and applied research, recently detailed the operational goals of the shift. Jewell's office specifically oversees critical technology "verticals," including hypersonics, manufacturing technology, and biotechnology and biomanufacturing. Additionally, the S&T office manages the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, which were recently reauthorized through September 2031 following a six-month lapse.
Breaking the Bureaucratic Cycle
The reorganization comes in response to a perceived erosion of the U.S. military's technological lead over global adversaries. Historically, defense modernization has been characterized by fragmented efforts across disparate offices, often slowing the pace at which a laboratory discovery becomes a fielded tool. The shift toward a unified command structure under the CTO is designed to replace this friction with speed and urgency.
According to Jewell, the new alignment is intended to create "virtuous cycles of collaboration" across the various hubs. By fusing these disparate offices into a single realm, the Pentagon intends to reduce the bureaucratic layers that typically hinder the transition of basic research into active warfighting capabilities. Jewell emphasized the necessity of this agility, stating simply, "We want to move fast."
