South Korea must evolve from a global technology powerhouse into a science powerhouse to maintain its competitive edge. During the 27th World Knowledge Forum, leading academics and policymakers warned that relying on industrial application alone is no longer sufficient for sustainable growth.

Professor Kim Young-ki of the University of Chicago and Jürgen Melinek, former chairman of the German Helmholtz Association, argued that while South Korea has excelled in semiconductors and IT, it now requires a world-class basic science ecosystem. Professor Kim proposed a national strategy rooted in "Patience, Connection, and Cooperation," noting that while Korea has shown exceptional capability in building industries, the next leap requires a fundamental shift in how the nation approaches discovery.

The Investment Gap

A primary hurdle in this transition is the misalignment between scientific needs and political realities. The experts emphasized that basic science requires an investment horizon spanning decades, which stands in stark contrast to the typical four-to-five-year political budget cycles. "We should think on a decades-long basis, not a budget cycle," Professor Kim stated, highlighting the need for stability over short-term industrial results.

Furthermore, the nation faces a critical talent shortage. Experts pointed to a dangerous trend where students increasingly prioritize medical degrees over scientific research, a problem compounded by South Korea's low fertility rates. This drain of intellectual capital threatens the pipeline of researchers needed to sustain a basic science foundation.

Strategic Implications

This shift is viewed as essential for survival in an AI-driven era. While applied technology produces immediate results, basic science—such as the quantum mechanics that enabled modern electronics—provides the bedrock for future breakthroughs. Moving toward curiosity-driven research allows the nation to secure a sustainable advantage where broad scientific understanding and critical thinking outweigh narrow technical skills.

Beyond economics, science is being positioned as a diplomatic tool. According to the forum discussions, scientific collaboration can serve as a vital bridge between nations currently locked in fierce competition over technology and national security.

To avoid stagnation, the experts urged the government to move away from creating isolated capabilities. Jürgen Melinek emphasized the importance of global integration, stating, "We should build connections instead of creating isolated capabilities."
