South Korea Targets Fusion Power Demonstration by 2030s

The Ministry of Science and ICT is pursuing superconductor independence by 2035 to pivot from a fast-follower to a first-mover in clean energy.

South Korea is aggressively accelerating its timeline for fusion energy power production, aiming for a demonstration in the 2030s. The Ministry of Science and ICT (MSIT) is shifting its strategy to secure critical technologies and global alliances to bring this near-limitless clean energy source to fruition decades earlier than previously anticipated.

To achieve this, the South Korean government is moving the power production demonstration timeline forward significantly. A central pillar of this acceleration is the pursuit of independent superconductor technology, with a target for full localization by 2035. These superconductors are essential for generating the ultra-high magnetic fields required to contain fusion reactions. Oh Dae-hyun, Director General for Future Strategic Technology Policy at MSIT, emphasized that superconductor technology is one of the key challenges that will determine the success or failure of fusion commercialization.

A Shift to First-Mover Status

Fusion energy, often described as "bringing a star to Earth," has long been a focal point of South Korean research through the KSTAR (Korea Superconducting Tokamak Advanced Research) device and participation in the international ITER project. However, the current strategy marks a pivot in national policy. South Korea is transitioning from a "fast-follower" to a "first-mover" in deep-tech sectors, seeking to lead the research and development phase rather than reacting to international breakthroughs.

To support this transition, the government has launched the "Fusion Innovation Alliance" (핵융합 혁신연합). This autonomous body serves as a public-private-academic council, bringing together industry leaders, academic researchers, and government institutes. The alliance is designed to foster a comprehensive fusion industrial ecosystem, ensuring that laboratory breakthroughs can be scaled into commercial industrial applications.

Strategic Implications

Securing fusion technology is viewed by Seoul as a critical matter of national energy security and global economic competitiveness. By localizing key components and accelerating the production timeline, South Korea aims to establish a dominant position in the future fusion energy supply chain. Success would allow the nation to lead the global transition toward carbon-free energy while reducing reliance on imported energy sources.

Global Cooperation

While focusing on domestic independence, the MSIT is intensifying strategic joint research with international partners. The strategy relies on a global alliance with leading technology nations to share risks and accelerate technical breakthroughs. While the government continues to refine its list of core technologies, the focus remains on high-level international cooperation to ensure the 2030s target remains viable.
