US Space Tech Stalls in 'Valley of Death' Despite Rise in Disruptor Funding

Innovative space technologies are failing to transition from pilot programs to operational use, creating a strategic bottleneck for US national security. During a Space Business Roundtable panel in Washington on August 25, 2026, military officials and industry experts warned that promising prototypes are stalling before they can reach the deployment phase.
While the Pentagon has increased its investment in non-traditional vendors, the scale remains marginal. The top 15 technology disruptors in defense received 0.84% of Pentagon obligated dollars in FY2025. While this represents a steady climb from 0.7% in FY2024 and 0.4% in FY2023, the figures underscore the difficulty emerging firms face when attempting to secure a significant share of the defense budget.
The Transition Gap
The Department of Defense has leaned on "front-end" innovation tools, such as the Space Force's SpaceWERX and Small Business Innovation Research (SBIR) grants, to seed new capabilities. However, these initiatives often lead to a "valley of death"—the precarious gap between a successful technical demonstration and the securing of a long-term, budgeted contract known as a program of record.
Without these programs, companies cannot scale their operations. Tahara Dawkins, senior director of policy at Astroscale U.S., noted that companies cannot build a sustainable business based solely on demonstration and pilot programs. She emphasized that there must eventually be a customer buying an operational capability or a service at scale to ensure viability.
Strategic Implications
This failure to bridge the gap creates a critical risk: the US may fall behind in space capabilities despite possessing a vibrant commercial startup ecosystem. When promising technologies are developed but never integrated into national security systems or deployed to orbit, the defense architecture remains stagnant while competitors may advance.
To combat this, the Pentagon is exploring acquisition reforms, including the use of modular architectures to reduce vendor lock-in and the implementation of portfolio acquisition executives. However, systemic budgeting hurdles remain the primary obstacle to operationalizing these innovations.
The Path Forward
Experts argue that the solution lies less in the innovation process and more in the appropriation process. David Turner, a former senior professional staff member for the Space and Science Senate Committee, identified the appropriation of money by Congress as the single most important action needed to help U.S. companies exit the valley of death.
