Bangladesh Targets $1 Billion Semiconductor Exports by 2030

Dhaka extends tax incentives through 2031 as industry leaders warn the next two years will determine whether the country becomes a serious semiconductor destination.

Bangladesh has set an ambitious target to grow semiconductor exports from approximately $8 million to $1 billion by 2030, a 125-fold increase that industry leaders say now hinges on execution rather than policy announcements.

The Bangladesh Investment Development Authority (Bida) and the Bangladesh Semiconductor Industry Association (BSIA) are driving the initiative to diversify beyond the garment-led economy. The government has extended customs duty, VAT, and tax concessions on semiconductor design software, EDA tools, and packaging machinery until 2031 to attract investment.

"The next two years will determine whether Bangladesh becomes a serious semiconductor destination," said Syed Almas Kabir, former president of BASIS, the national software association.

The timing aligns with projected global growth. The World Semiconductor Trade Statistics (WSTS) forecasts the industry will expand to $1.5 trillion in 2026 and exceed $1.9 trillion in 2027, creating opportunities for new entrants focusing on fabless design rather than capital-intensive fabrication.

Bangladesh's roadmap calls for establishing 50 VLSI design companies, three semiconductor testing facilities, and two packaging industries by 2030. Officials recently held the Silicon River USA Roadshow in Austin, Texas, and the BEAR Summit 2026 to attract diaspora professionals and foreign investment.

However, the country faces a significant workforce challenge. Bangladesh produces roughly 13,000 electrical and electronic engineering graduates and 26,000 computer science graduates annually, but most require nearly a year of specialized VLSI training to become industry-ready.

"The industry needs engineers with 10 to 15 years of experience who can lead teams and deliver sophisticated projects. That experience gap cannot be filled overnight," said Professor Dr ABM Harun-ur-Rashid of Bangladesh University of Engineering and Technology (BUET).

Regional competitors are moving faster. India has committed over $13 billion to its semiconductor program, while Vietnam aims to train 50,000 design engineers by 2030. Success now depends on building tangible infrastructure and a skilled workforce rather than further policy announcements.

If Bangladesh can bridge the senior engineering experience gap and establish certified Assembly, Testing, Marking and Packaging (ATMP) facilities, it could capture a slice of the AI-driven semiconductor boom. Failure to execute despite existing incentives would likely erode investor confidence.
