L&T Semiconductor Technologies (LTSCT) is shifting its outsourced semiconductor assembly and test (OSAT) operations from overseas to India. The move marks a strategic effort by the engineering conglomerate's fabless design subsidiary to localize the critical backend phase of chip production.

LTSCT is transitioning its OSAT processes to India to bring the company closer to a design-led manufacturing model. While the company currently operates as a fabless semiconductor design firm, it has signaled a long-term intention to evolve. LTSCT plans to start as a fabless chipmaker and eventually enter full-scale chip manufacturing as the business progresses.

The Push for Semiconductor Sovereignty

This transition occurs as India aggressively pursues semiconductor sovereignty through the India Semiconductor Mission (ISM) and various production-linked incentive (PLI) schemes. The national "Atmanirbhar Bharat" (Self-Reliant India) vision aims to drastically reduce the country's dependence on foreign chip packaging and testing. This policy environment has already catalyzed the establishment of several domestic OSAT facilities and has attracted significant investments from global semiconductor players.

Reducing Supply Chain Risk

By bringing OSAT operations within national borders, L&T reduces the supply chain risks and lead times typically associated with overseas backend processing. In the semiconductor industry, the assembly and testing phase is a frequent bottleneck; localizing this step allows for tighter integration between the design phase and the final physical product.

For one of India's largest engineering firms, this represents a calculated move up the value chain. By shifting from pure design to integrated manufacturing capabilities, L&T is positioning itself as a primary architect of the domestic ecosystem.
