A US Customs and Border Protection (CBP) supervisor has been arrested for systematically stealing high-end computer components from Department of Homeland Security (DHS) workstations. The theft, uncovered by the FBI, involved the removal of premium hardware from at least 46 computers across three border facilities in Maine.

According to investigators, Terry Liu targeted workstations at multiple sites, including the Calais Port of Entry. Liu allegedly removed Intel Core i7-14700 (14th Generation Raptor Lake Refresh) processors, along with RAM and hard drives, from the government machines. To avoid immediate detection and keep the systems operational, he replaced the high-performance components with inferior hardware. The stolen parts were then cashed out through the trade-in program offered by electronics retailer Newegg.

The Mechanics of the Theft

The operation relied on a "swap" method designed to deceive routine checks. By installing lower-spec components, Liu ensured that the computers continued to boot and function, preventing the immediate red flags that would follow a total system failure. This allowed the theft to scale across dozens of machines before the FBI intervened. The specific targeting of 14th Generation Intel CPUs indicates a focus on high-resale value components that are currently relevant in the consumer market.

As a supervisor, Liu possessed the level of trust and after-hours access necessary to dismantle and downgrade secure government workstations without triggering alarms.
