India Decentralizes Semiconductor Strategy via Semicon India 2.0

India is shifting its semiconductor strategy from a centralized model to a network of diverse regional clusters to accelerate innovation and secure its supply chain. This strategic pivot, anchored by the Semicon India 2.0 program, aims to transform the nation from a primary consumer of chips into a global manufacturing and design powerhouse.
To drive this expansion, the Union Cabinet has approved a budgetary outlay of ₹1,27,500 crore (approximately $15 billion) for the Semicon India Programme 2.0. As part of this push, the government has authorized four new semiconductor plants across Odisha, Andhra Pradesh, and Punjab, representing a combined investment of ₹4,594 crore. This move signals a transition toward a distributed industrial base where different states specialize in specific technological niches.
State-Level Specialization
The regional strategy allows states to leverage local strengths to create a more resilient ecosystem. Andhra Pradesh is positioning itself as a leader in advanced computing by establishing quantum computer test beds and a dedicated quantum test and certification ecosystem. Meanwhile, Odisha is focusing on infrastructure and scale, developing a major Electronics Manufacturing Cluster (EMC) in Bhubaneswar, known as Info-Valley 2.
This approach is part of a broader effort by the India Semiconductor Mission (ISM) to build a full-stack ecosystem. By integrating chip design, fabrication, and packaging across multiple geographies, India seeks to create a comprehensive domestic pipeline that reduces reliance on foreign imports.
Strategic Implications
The shift toward regional hubs is a critical component of the "China Plus One" strategy. As multinational corporations seek to diversify their supply chains away from China due to geopolitical tensions and rising labor costs, India is positioning itself as a viable alternative. Decentralizing production reduces the risk of single-point failures in the supply chain, ensuring that a localized disruption does not paralyze the entire national industry.
Beyond economic gains, the strategy is viewed as a matter of national security. By fostering domestic capabilities in quantum and photonics, India aims to enhance its technological sovereignty and economic resilience in an era where semiconductors are essential to everything from defense to consumer electronics.
